relating to the development by certain entities providing electric service in the ERCOT power region of a communication plan for use during a weather emergency.

Caption from analyzed text · version I.

Summary

ERCOT utilities need a plan. Everyone else can’t call the number.

The bill orders the Public Utility Commission to write rules requiring electric cooperatives, city-owned utilities, and transmission and distribution utilities in the ERCOT region to have a communication plan for weather emergencies. Each plan must run a priority phone hotline that only critical care residential customers, critical industrial customers, certain listed facilities, and other designated critical-load customers can use to report outages and ask when power will return. Utilities must also explain how they will tell those customers about the hotline, starting September 1, 2025.
