Summary
Eligible local governments and community groups could receive grants for shelters and emergency supplies.
The bill orders the Texas Division of Emergency Management to set up a grant program that pays churches, nonprofits, counties and cities to run disaster relief hub houses, but only in Harris County. Groups that win grants must use a building that can shelter and power at least 15 people at once, help neighbors prepare for disasters, and hand out shelter, power, water, batteries and food during emergencies. The division files yearly reports on whether the program works, and the whole program ends September 1, 2027.
