Summary

Programs over a quarter shift aid to other students, starting 2026-2027.

The bill caps the share of athletic scholarships that a Texas public college or university can give to foreign citizens at 25 percent for each sports program in each academic year. It covers public institutions of higher education, their athletic programs, and student athletes who are citizens of another country. Starting with the 2026-2027 academic year, a program that now gives more than a quarter of its athletic aid to foreign students would have to shift that aid to other students.
