Summary

Retailers that sell lose their license at every location for a year.

The bill bars lottery ticket retailers from knowingly selling, or allowing the sale of, drawing-game tickets to anyone trying to buy every possible winning ticket combination for a drawing. A retailer that breaks this rule loses its lottery sales license at every one of its locations after a hearing, and cannot reapply for a year. Starting September 1, 2025, stores that sell lottery tickets face license loss if they knowingly help a buyer try to cover every combination in a drawing.
