The ban reaches any product labeled "product of Texas" or "Texas blend," not just honey. Read literally, a non-honey product with those labels could never qualify, because it must consist of Texas honey. That reaches past the Texas honey the caption names.

Summary
Read literally, “product of Texas” now means Texas honey. Everything else loses the label.
The bill bars anyone from labeling or selling a product as "Texas honey," "product of Texas," "Texas blend," or "local honey" unless it is honey made entirely from Texas hives with at least 75 percent of the nectar from Texas plants. It touches beekeepers, honey packers, food manufacturers, and stores that sell honey in Texas. A food manufacturer that breaks the rule loses its state license for at least 90 days, starting September 1, 2025.
