Summary
Coordinating Board can’t write rules favoring students at certain schools.
The bill opens the state's Texas Leadership Scholars Program to every general public university and bars the Higher Education Coordinating Board from writing rules that limit which universities can take part or that favor students at certain schools. It touches the Coordinating Board, public universities, and students who apply for leadership and research scholarships. The board must rewrite its program rules soon after the bill takes effect, so students at any general public university could compete for these awards. The drafting is jumbled, and it also mixes in language on research scholarship amounts, a four-year limit per student, and spreading awards across schools.
