Summary
Keeping enough water becomes a reason to reduce or stop service. No state certificate needed first.
The bill adds a new reason that water utilities may cut off, reduce, or weaken service: when it is necessary to keep enough water during drought conditions. It covers certified water and sewer utilities and the uncertified utilities and water supply corporations that usually need regulator approval before cutting service. Starting September 1, 2025, these providers could reduce or stop service during a drought without first getting a state certificate or regulator approval, though uncertified providers still act subject to regulator rules.
