Summary

City or county misses the deadline by 15 days? Third party takes over.

When a city or county misses its legal deadline by 15 days to review a development document or conduct a required inspection, this bill lets a qualified outside reviewer step in. That reviewer can be a licensed engineer, an International Code Council-certified inspector, or a reviewer or inspector from the same or another local government, but not the applicant, the owner, or anyone whose work is under review. The bill also says a local government is not liable for a review or inspection done by a third party under this chapter, and it takes effect right away or on September 1, 2025.
