The bill shrinks the area where a city housing authority can operate to the city's own limits, removing the extra five-mile ring outside city limits. It touches municipal housing authorities and people living in that outside ring who are not inside another city. Contracts the authority signed before September 1, 2025 stay valid, but after that date the authority cannot expand its operations into the area beyond city limits.

Passage of the bill could reduce the number of properties that would receive a property tax exemption relative to current law. As a result property value could be increased and the costs to the Foundation School Fund decreased through the operation of the school finance formulas.
