Summary

It’s used to flag voters who moved or are registered in more than one state.

The bill requires the Department of Public Safety to hand the secretary of state its data on Texas license and ID holders who apply for a license or ID in another state. The secretary of state must then use that data to flag registered voters who have moved, are no longer qualified, or are registered in more than one state. Starting September 1, 2025, Texans who get an out-of-state license can be flagged for voter roll maintenance.

THE TEXT

…“the Department of Public Safety shall share with the secretary of state any data related to individuals who hold a driver's license or personal identification card in this state”…

Bill text, House committee report version (H)

The bill orders one state agency to pass any related data on license holders who apply elsewhere to another agency, and that covers non-voters too, not just registered voters.
