Summary

Not just gravel anymore. Anything on the vehicle.

The bill widens Texas's unsecured-load law from loose materials like gravel to any object carried on a vehicle, and requires vehicles to be driven so a load does not come loose or become a hazard. It creates an offense when a load falls onto the roadway or sits on a vehicle in a way that creates an imminent hazard, and it touches every driver hauling anything on a public road. Farm products in purpose-built vehicles and federally regulated commercial trucks are generally exempt, though non-certified officers can still act on trucks when they see an imminent hazard or are investigating a fallen load.
