Summary

A “good faith dispute” has to be about this job.

The bill narrows what counts as a "good faith dispute" that lets a party withhold payment under Texas's construction prompt-pay law in Property Code Section 28.003. It touches owners, contractors and subcontractors on construction jobs, who can no longer hold back payment on one contract by pointing to a fight over a different, unrelated contract or work order. It applies only to contracts signed on or after September 1, 2025.
