Summary

Interest and sinking tax pays off bonds, period.

The bill bars Texas school districts from spending money raised by their interest and sinking tax, the tax that pays off bond debt, on deferred maintenance. It touches every school district that levies that tax and the taxpayers who pay it. Starting September 1, 2025, districts would have to pay for backlogged repairs from other money, not from the debt-service tax.
