Summary

Staggered six-year terms, one seat for consumer advocacy, and a new executive director.

The bill replaces the single Texas insurance commissioner with a three-member state commission of insurance appointed by the governor for staggered six-year terms, with one member each from insurance regulation, insurance administration and consumer advocacy. The commission becomes the department's governing body and must hire an executive director who runs daily operations and handles staff policies the commissioner used to handle. The current commissioner stays in office until the new members are appointed and confirmed, with initial appointments due by December 1, 2025 and terms starting January 1, 2026.
