Summary

The 800,000 population minimum goes. Edwards Aquifer counties qualify.

This bill widens the list of counties that can use a state law letting counties regulate stormwater management. It removes the 800,000 population minimum, so any county that contains part of the Edwards Aquifer or sits wholly or partly in the Hill Country Priority Groundwater Management Area now qualifies. Smaller counties in those areas gain the same stormwater powers that only larger counties had, starting right away if two-thirds of each house votes for it, or on September 1, 2025, if not.
