Bill text, introduced version (I)
The caption speaks only of prosecution and punishment, but the text deletes the exclusion for uncaptured wild creatures. That pulls every free-living wild creature into the cruelty offense, not just pets, strays or captured animals. The caption's 'nonlivestock animals' is broad, so this is a moderate flag, not a hidden ban.

Summary
Strikes the exclusion for “an uncaptured wild living creature.” Livestock stay out. Plus mandatory counseling.
The bill requires a judge sentencing someone for the animal cruelty offense to order that person into psychological counseling for a length of time the judge picks. It also widens who counts as an 'animal' under that offense, removing the old exclusion for uncaptured wild creatures, so any wild living creature, not just captured ones, is now covered; livestock stay excluded. Starting September 1, 2025, people convicted get mandatory counseling, and harming free-roaming wild creatures can fall under the cruelty offense.
