THE TEXT

“The structure on Loop 1604 that passes over Military Drive West in Bexar County is designated as the Lieutenant Colonel Albert E. Smart Jr. Memorial Bridge.”

Bill text, introduced version (I)

The bill's only operative act is naming a bridge and putting up markers. That is a ceremonial designation, which the caption honestly describes.
