Summary

The Public Utility Commission writes it and keeps updating it.

The bill orders the Public Utility Commission to write and keep updating a consumer guide on installing home rooftop solar, covering utility questions, design factors, financing, tax credits and costs. The commission must post the guide online with a contact phone and email, and electric utilities, co-ops, city-owned utilities and retail providers must link to it and tell customers how to find it on each bill for at least 12 months after each version comes out. Texans shopping for home solar get a free state guide, and power companies take on a new notice duty starting September 1, 2025.
