Summary

Paying by card or bank transfer? That costs extra.

The bill lets a company holding a car buyer's installment loan, or its agent, charge a fee when the buyer pays electronically, such as by card or bank transfer. The fee must track the real processing cost, cannot exceed the lesser of $10 or five percent of the payment, and is allowed only if the buyer is offered a free non-electronic way to pay and is told the fee and the free options in advance. Car buyers paying on installment contracts could see capped, disclosed fees on electronic payments starting September 1, 2025, while check, cash and money order stay free.
