Summary

Data agencies already report, now with a standard format.

The bill requires the Texas Commission on Law Enforcement to collect and keep the incident-based data that police agencies already report about their stops, and to build a standard format and quality-control rules with the Department of Public Safety and several police institutes. It touches the commission, local law enforcement agencies that file these reports, and members of the public who want to read the data. The commission must review the rules every two years, post the data and a glossary on its public website, and send lawmakers a study by January 1, 2027, on improving the data, cutting duplicate reporting, and possibly tracking pedestrian stops.
