Summary

Cities can fine refuse dumpers up to $10,000. Up from $4,000!

The bill raises the maximum fine a city can set for breaking its own illegal dumping ordinances from $4,000 to $10,000. It touches cities, municipal courts, and people cited under local refuse-dumping rules. Municipal courts get matching jurisdiction over these higher-fine cases, so cities can charge up to $10,000 for dumping violations committed on or after September 1, 2025.
