Summary

Jails must also notify the mental health authority before release.

The bill bars local mental health and behavioral health authorities from dropping or refusing services to a client just because that person was booked into a local jail. It also orders the Commission on Jail Standards to require every local jail it regulates to notify the client's mental health authority before releasing that person. People with mental health needs who pass through county jails, the local authorities that serve them, and jail staff all get new rules starting September 1, 2025.
