Unless the defendant agrees to pay more.
The bill caps what a court can make a defendant pay toward fines and costs at five percent of the defendant's monthly income, unless the defendant agrees to pay more. It touches criminal defendants who are sentenced to fines and costs, and the judges who set payment terms. Starting September 1, 2025, courts setting lump-sum or installment payments must keep within that income cap for anyone sentenced on or after that date.
