THE TEXT
…“jointly develop an operational plan for transitioning the nurse”…
Bill text, introduced version (I)
The bill does not move the nurse aide certification program; it orders two agencies to write a plan for moving it and a workgroup to write a report, both due December 1, 2026. Any actual transfer waits on what happens after the plan is submitted.

THE TEXT
…“Commission to the Texas Board of Nursing. The study must include”…
Bill text, introduced version (I)
The caption says the bill relates to the transition of the program, but the operative section only orders a plan and in the next sentence calls it a study. The caption does honestly name the workgroup, so the gap is partial.
