Summary

Out go the trade fields list and tuition cap. In come certificates.

The bill renames Sam Houston State University's Josey School of Vocational Education as the Polytechnic College, and replaces its old list of trade fields and tuition cap with workforce training that leads to state-defined skills awards and certificates. It touches the college, its students, and the state higher education board, which must recommend funding the college the same way it funds a public state college. On the ground, the college becomes eligible for the Texas Educational Opportunity Grant starting fall 2026 and for the TRUE reskilling grants starting fall 2025, and it is counted alongside community and technical colleges in two other program definitions.
