Summary

Enforcement is out. Coastal fisheries management only.

This bill changes how the state can spend money from saltwater fishing stamp sales, dropping enforcement from the allowed uses and limiting the money to coastal fisheries management. It touches the Parks and Wildlife Department and saltwater anglers who buy the stamp, and it spells out allowed uses such as hatcheries, research facilities, fish habitat, shoreline angler access and license buyback programs. It also removes the automatic appropriation of the money, so stamp receipts collected on or after September 1, 2025 can no longer pay for enforcement and must be appropriated before they are spent.
