Summary
Paper play slips only. Fast scanners are banned.
The bill tightens how the state lottery is sold: it caps each retail location at two ticket-printing machines, requires paper play slips only, and bans scanners that read play slips faster than a person can by hand. Sales agents and their employees must file the federal cash-payment form and a matching comptroller form for any single purchase of $10,000 or more in tickets, and online ticket couriers may not use the lottery commission's name or logo. Intentionally or knowingly failing to file the required purchase form becomes a state jail felony offense, and the attorney general can sue couriers to stop logo use.
