Summary

Helped write the water plan? No reservoir construction work for you.

The bill bars an engineering firm from working on the construction of a reservoir at a site the state water plan marks as uniquely valuable for a reservoir if that firm was hired to help write the state water plan, help write a regional water plan, or study whether a project in one of those plans was feasible. It touches engineering firms that do water planning work for the state or regional planning groups, and the public bodies that build reservoirs. Starting September 1, 2025, the firms that helped pick or vet a reservoir site can no longer also be hired to build there.
