Summary

Hazard lights on? Treat it like a stopped tow truck.

The bill adds any vehicle stopped on the shoulder or next to the highway with its hazard lights on to the list of vehicles covered by Texas's move-over or slow-down rule. Drivers approaching a stranded motorist with flashers on must now treat that car the way they already treat stopped police, tow trucks, road crews and similar vehicles. The change starts September 1, 2025.
