Summary

The permanent university fund follows the state agency rules now.

This bill applies the existing state law against investing with financial companies that boycott energy companies to Texas public universities. It covers university governing boards, the Texas University Fund, and the permanent university fund, which now must follow the same boycott-divestment rules that already bind state agencies. Starting September 1, 2025, those university funds and boards would have to avoid or pull money from financial firms that the state lists as boycotting energy companies.
