Summary

Born captive, permitted, ear-tattooed. The breeder’s, not the state’s.

This bill declares that a captive-bred deer held by a licensed deer breeder is the breeder's personal property, not wildlife owned by the state. It covers permitted deer breeders whose deer are born and raised in captivity, held under a state permit, and tattooed in one ear with the breeder's ID number. The new rule overrides the general wildlife ownership sections where they conflict, except for deer the breeder intentionally releases into the wild, and it starts September 1, 2025.
