THE TEXT

“A teaching hospital may not charge to a person who is not a resident of this state a fee for providing a placement in a field-based experience position”…

Bill text, introduced version (I)

The caption speaks only of coordination and preference in placements, but the body also caps what hospitals may charge out-of-state students. That fee rule works against the in-state preference the caption advertises.

Summary

Locals first, Texas residents next, out-of-state students last. Last in line, but they pay no more.

The bill orders the higher education board and the state health commission to write rules requiring medical schools and their teaching hospitals to sign written agreements on student clerkships and clinical rotations. It touches medical schools, hospitals and medical students, and it bars teaching hospitals from charging out-of-state students more for a placement than in-state students. Hospitals must rank qualified students for these slots in this order: local residents first, then Texas residents, then out-of-state students, starting with the 2026-2027 academic year.
