Summary

Digital asset service providers lose the auditing side.

The bill strips the auditing side out of Texas's rules for digital asset service providers, the companies that hold crypto for customers. It removes the requirement that an auditor be able to view, at any time, a pseudonymized version of customer account information, and it repeals Section 160.004(d), (e), and (f), including the report a provider had to submit when applying for a new money transmission license. Providers must still plan for customers to see a quarterly accounting of what they hold and are owed, and the bill updates the license cross-references from Chapter 151 to Chapter 152, starting September 1, 2025.
