The bill bars the state's health and human services agency, the child protective services department, regional foster care contractors, and any other person from discriminating or taking adverse action against someone because of sexual orientation, gender identity, or gender expression in child welfare services. It touches foster parents, people applying to foster, the agencies and contractors that license homes and place children, and anyone else involved in those services.
