Summary

No new district inside city limits without an ordinance.

The bill bars any new or expanded political subdivision, such as a special district, inside a city's limits unless the city council approves it by ordinance. It also bars any new or expanded emergency services district in a city's extraterritorial jurisdiction without the same city approval. Cities gain a veto over these districts starting September 1, 2025, and district organizers must win council consent first.

THE TEXT

…“no part of an emergency services district governed by Chapter 775, Health and Safety Code, may be created or expanded in the extraterritorial jurisdiction of a municipality”…

Bill text, introduced version (I)

The caption speaks of any political subdivision in the extraterritorial jurisdiction. The body covers only emergency services districts there, so the outside-city-limits veto is narrower than the caption reads.
