Summary

Pay changes too. Charters that say otherwise lose.

The bill says only a city council, as the governing body of a city, may fire a city manager or change a city manager's pay. It touches every Texas city that has a city manager, including home-rule cities whose charters say otherwise. Any charter rule that gives that power to a mayor or someone else stops working on September 1, 2025.
