Summary
Police and firefighter minimums in charters are out.
The bill bars any Texas city charter from requiring the city or a city department to keep a minimum or maximum number of employees, including police officers and firefighters. It touches home-rule cities whose charters set staffing floors or caps, and the voters and unions who put those numbers in charters. Any existing charter provision setting such a number becomes void, so city councils, not charter mandates, decide headcount.
