Summary

Valet trash you cannot decline? Not on top of rent.

The bill bars landlords and their leasing agents from making tenants pay recurring fees on top of monthly rent for services the tenant cannot decline, such as valet trash, shared water heating, smart-device upgrades, or landlord-chosen internet or cable, and it bars billing fees. It touches residential landlords, property managers and their tenants. Tenants on leases signed or renewed on or after September 1, 2025, can no longer be charged these mandatory add-on fees, but landlords may still sell these services as optional extras.
