The bill orders the Department of Public Safety to build a public online database of any public or private entity that knowingly issues ID cards to people not lawfully present in the United States, with pictures of those IDs, by January 1, 2026. Starting March 1, 2026, any IDs in that database stop counting as valid identification in Texas.
