Summary

“Property tax increase” becomes “additional debt.” Same bonds, softer label.

The bill changes the required warning on school district bond ballots from "THIS IS A PROPERTY TAX INCREASE" to "THIS AUTHORIZES THE DISTRICT TO TAKE ON ADDITIONAL DEBT." It affects every Texas school district that asks voters to approve bonds, and every voter who reads those ballots. Starting September 1, 2025, voters will no longer see the words "property tax increase" in that required statement; they will see a debt warning instead.
