Summary

Names require a statute and must honor deceased victims of offenses by an alien.

The bill bars giving any part of a state-built border wall on state land a name unless a statute allows it, and lets a part carry a person's name only if that person is deceased and was the victim of an offense that the bill text says was "committed by a person who is an alien." It tells the Texas Facilities Commission to erect, repair and maintain memorial markers for named parts, but only after a gift, grant or donation covers the cost, and it lets the governor steer federal and state homeland security grant money to the commission for that work. The bill itself names nothing and requires no specific marker, so nothing goes up until a later statute or a donor acts.
