THE TEXT

“A municipality with a population of two million or more may only provide two 90-day extensions”…

Bill text, introduced version (I)

The population floor of two million limits the new extension cap to only the very largest cities. The caption does say "certain municipalities," so the narrowness is disclosed, which keeps confidence moderate.

Summary

Two 90-day extensions max past the 30-day deadline. The second requires showing hardship.

This bill limits how much extra time a large city can give a property owner to fix or tear down a building the city has ordered repaired as substandard. It touches owners, lienholders, and mortgage holders of such buildings in any city with two million or more people. Those cities may grant at most two 90-day extensions beyond the 30-day deadline: the first for a good-faith request, the second only if the requester shows hardship.

(2) for the second extension, request the extension by

demonstrating hardship.

SECTION 2. This Act takes effect September 1, 2025.
