Summary

Software contracts with companies headquartered or individuals based in listed countries would be barred.

The bill bars companies that make voting systems used in Texas elections from signing, extending or renewing software development contracts with companies headquartered in China, Cuba, Iran, North Korea, Russia or Venezuela, or with individuals based in those countries. It touches voting system manufacturers and any software contractors tied to those six countries. Starting September 1, 2025, for elections ordered after that date, those software contracts are off limits, though the text does not address hardware manufacturing or set a specific penalty.
