The bill lets a city or county ban people, including handgun license holders, from carrying firearms at a publicly owned fairground or similar facility during a fair, festival, carnival or similar event, and lets a private event host on city or county property set the same ban. It touches gun owners and license holders who attend these events, local governments that run or own the grounds, and private event operators, while peace officers and licensed security officers stay exempt.
