Summary

The state health department designates facilities instead.

The bill stops naming the Waco Center for Youth as the single state residential treatment facility for emotionally disturbed juveniles and instead tells the state health department to designate facilities for that use. It touches juveniles admitted for mental health care, including foster children in state conservatorship, and the local school districts where the designated facilities sit. The state must provide free education at every designated facility and pay for it from funds appropriated to those facilities, and non-resident clients need the local superintendent's approval to attend the local district.
