THE TEXT
“"Navigation services" means services that assist individuals experiencing homelessness to access shelter, meals, medical care, substance abuse treatment, mental health services, employment resources, housing placement, and other services”…
Bill text, introduced version (I)
The caption speaks of services at certain locations, but the definition reaches any church or nonprofit helping a homeless person get a meal or medical care. Combined with a 1.5-mile radius around every school, playground, and college, the ban could reach most of a city, not a few select spots.

Summary
Churches handing out meals count. Add playgrounds and colleges, and that could reach most of a city.
The bill orders every Texas city and county to ban groups from offering help to homeless people at any location within 1.5 miles of a school, playground, or college. It covers churches and other faith-based groups, nonprofits, and government-funded facilities that help homeless people get shelter, meals, medical care, addiction treatment, mental health care, jobs, or housing. Starting September 1, 2025, local governments must stop these services anywhere inside those zones, which could cover large parts of a town.
