Bill text, introduced version (I)

This population floor works together with a Texas-Mexico border test, a bar on any city of at least 500,000, and a largest-city test. Together they limit the new exception to the largest city in a narrow class of border counties without naming any place.

Summary

Largest city, border county, 800,000 floor, no 500,000 city. Caption: sale. Bill: any conveyance.

The bill adds a new Subsection (m) to Section 253.001 of the Local Government Code saying that Subsection (b) of that section does not apply when certain cities convey park land. It reaches only a city that is the largest city in a county that touches the Texas-Mexico border, has a population of at least 800,000, and has no city of at least 500,000. That city could convey its park land without Subsection (b) applying, starting immediately on a two-thirds vote of each house or on September 1, 2025.
