Summary

“Advanced” means any nonsurgical cosmetic procedure. The license fee has no cap.

The bill creates a new state license for people who do nonsurgical cosmetic work like injections, skin-piercing treatments, and cosmetic device use, run by the Texas Department of Licensing and Regulation. It touches med spa workers and anyone else doing these procedures who is not already a licensed health care worker; they must be 18, finish approved training, pass a written and practical exam, and pay a fee. Starting July 1, 2026, doing these procedures without the license is banned, and license holders working under a physician's written protocol may do them without a doctor on site.
