Summary

FBI and any Texas agency, not just the Department of Public Safety.

The bill lets the Public Utility Commission of Texas pull criminal history records from the FBI and from any Texas criminal justice agency, not just the Department of Public Safety. It covers job applicants, commission employees who get access to grid operator records or confidential critical infrastructure information, and contractors given access to confidential commission records. The commission may never release the FBI records, may release state records only by court order or with the person's consent, and must destroy the records once used, starting September 1, 2025.
