Summary
Gasoline must meet ASTM D4814. Pumps follow NIST Handbook 44.
The bill sets Texas's minimum motor fuel quality standards as the latest national ASTM petroleum standards and requires gasoline to meet the ASTM D4814 specification. It also ties fuel pump accuracy rules to the most current NIST Handbook 44, and it lists specific seasonal and ethanol-blend exceptions. Gas stations, fuel sellers and state inspectors would test and sell fuel against these national benchmarks instead of the old state standards, which the bill repeals.
